Considering Environmental Justice in Restoration Decision-Making
DescriptionEnhancing environmental justice (EJ) is a major concern of federal and state governments as well as community stakeholders. The type and amount of restoration needed to compensate for impacts of oil spills is determined in part via the natural resource damage assessment (NRDA) process. This paper will examine how consideration of EJ can be incorporated into the NRDA process. Both informal, procedural approaches, and potential adjustments to formal (quantitative) restoration scaling methods will be addressed. Further, EJ across space at a given time as well as justice across generations will be examined. Consideration of inter-temporal justice intersects with climate justice and the role of climate change in scaling restoration, as well as the choice of discount rate in NRDA.
