Development of Local Level Contingency Planning Guidance for Authorities’ Implementation of the OPRC Convention
DescriptionThe International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC) Convention created an important international framework. This Convention, the related OPRC-HNS Protocol addressing Hazardous and Noxious Substances and the drafting of the International Maritime Organization (IMO) “Guide on the implementation of the OPRC Convention and the OPRC-HNS Protocol” continue to support international co-operation in establishing systems for preparedness and response at national, regional and global levels. Despite over 100 countries having ratified OPRC 90, many countries – particularly developing countries - have either not ratified these treaties or have not fully implemented them. A common factor appears to be the challenges faced by some countries in the implementation of the OPRC Convention at a local level and the integration of marine spill contingency planning into existing emergency response and civil defence structures. At the 78th meeting of the Marine Environment Protection Committee of the IMO it was agreed that a guide should be developed to further assist countries that might have challenges with the implementation of the OPRC Convention at the local level.

This new IMO guide is being developed through the support of the Norwegian government. It is in draft format, and is expected to be substantially completed and pending approval by the time of the IOSC 2024.
