Alternative Fuel Response Operations: The Evolution of Marine Casualty Response
DescriptionIn response to the International Maritime Organization’s (IMO) goal of reducing emissions from vessels, ship owners and operators continue to seek alternative fuels to power their fleets. These alternative fuels include ammonia, hydrogen, methanol, liquified gases, and others. Each alternative fuel presents its own unique risks and challenges to understand, mitigate and overcome. The US Coast Guard’s salvage and marine firefighting regulations are currently limited in applicability to vessels carrying Group I-IV oils and do not address response standards for these alternative fuels. Driven by increasingly outdated regulatory standards, the current salvage and oil spill response industry is primarily focused on traditional oil recovery, transfer, and storage operations. To address the risks created by alternative fuels, marine casualty response professionals will need to evolve in planning, preparedness, and response capabilities to meet these alternative fuel challenges. This paper will address the risks and challenges associated with alternative fuels and provide operational and policy recommendations to improve life safety and environmental protection during marine casualty response operations.
