Operational Digital Platforms Supporting Operations and Response
DescriptionSafely operating offshore and inland assets necessitates that operators consider numerous parameters that include both dynamic (e.g., currents, winds, waves) and static (e.g., pipelines, facilities, shipping lanes, anchorages, shipwrecks, unexploded ordinance) data sources. Operations (e.g., resupplies, inspections, maintenance, repairs) and emergency response activities may become impacted by varying environmental conditions or other assets in the vicinity. It is extremely useful to have data rapidly available and accessible to all team members, wherever they may be, in a framework that enables comparison and analysis to facilitate decisional support (e.g., Marine Decision-Making System or MDMS). Digital platforms like OceansMap allow users to access, visualize, and interpret a broad range of data, including both real time observations (e.g., buoys, gliders, HF radar, satellite) of environmental data and model forecasts. In addition, the framework allows for the incorporation of any geospatial data that may be static or time varying. The system also integrates with rapid response-oriented oil spill modeling tools, such as OILMAPWeb, and search and rescue trajectories, such as SARMAPWeb, and has the ability to instantaneously combine these results on the same visualization platform and analysis system. The use of analysis tools such as filtering, traffic light analyses, and model validation allow for the user to further develop confidence in decisions, which may ultimately lead to the determination of go/no-go. The tool can be used to target weather windows (e.g., spatially or over time periods), increase operational efficiency, and enhance planning and worker safety. Digital platforms that provide comprehensive visualization and analyses enhance the Common Operational Platform with the ability to analyze data in real time providing a more robust decisional support framework.
