Environmental Sensitivity Index (ESI): State of the Program
DescriptionESI maps are a NOAA product that provide a concise summary of coastal resources that may be at risk in a given geographic area. Originally developed as a tool for oil and chemical spill responders, ESIs are now also used across public and private sectors to assist in activities ranging from natural resource damage assessment, restoration planning, environmental permitting and compliance, vessel traffic routing, port development, marine debris removal, hurricane response, and selection of marine sanctuary sites and conservation site targets. ESIs are integral components of Geographic Response Strategies and Plans (GRS, GRP), Area Contingency Plans (ACP), and industry response plans. Despite their ubiquitous use, the ESI program has faced significant, consistent budgetary challenges since its inception that adversely impact the NOAA’s Office of Response and Restoration’s (OR&R) ability to maintain current datasets. In response, NOAA has implemented and/or proposed numerous changes to the ESIs to maintain a viable product in a continually diminishing, resource poor environment. This presentation will encompass the state of the ESI program, current ESI projects, changes to the ESI datasets, and discuss efforts that are underway to establish new and strengthen existing partnerships.
