Analyzing Washington State’s Oil Transfer Pre-Booming Trends
DescriptionPre-booming of oil transfer is a requirement in Washington State. Boom must surround the vessel or facility dock involved in the oil transfer for transfers at rates greater than 500 gallons per minute when it is safe and effective to do so. Certain transfers are exempt from pre-booming including transfers that are less than 500 gallon per minute; transfers of highly volatile products such as gasoline; and transfers conducted when environmental conditions such as wave height, wind speed, and water current exceed the threshold values listed in the approved Safe and Effective Threshold Report.

Advances in technology and tools such as Microsoft Power BI are providing additional visibility into pre-booming trends in Washington State. We are now able to quickly visualize pre-booming rates seasonally across both anchorage and dockside locations. This information helps us better understand pre-booming rates and reasons for not pre-booming. Ecology is using this information to work with companies to improve pre-booming compliance, and to communicate with tribes and stakeholders about oil transfers in Washington.
