An Innovative Web-Based GIS Decision Support Tool: The Shoreline-Circumpolar Oil Spill Response Viability Analysis (S-COSRVA)
DescriptionThe Shoreline-Circumpolar Oil Spill Response Viability Analysis (S-COSRVA) is a new planning and decision support web-based GIS tool that systematically evaluates the feasibility of shoreline treatment options, the viability of operating systems, and viability of transport platforms in the context of environmental factors that limit deployment and operational implementation.

The Job Aid analyzes and synthesizes the many factors and parameters involved in the selection of appropriate shoreline treatment methods and is based on the many existing manuals and field guides that have been prepared by government agencies and other organizations. These documents contain a wealth of knowledge, experiences, and lessons learned over the past decades, they are often many dozens or sometimes hundreds of pages long, and are drawn largely from the same sources. This format is not always user friendly, particularly for those not familiar with the technical material. The purpose of S-COSRVA is to progressively eliminate those activities that are unlikely to be operationally feasible or viable so that the next stage of the planning and decision process can focus on evaluating the consequences and tradeoffs for each of the practical shoreline treatment options and on matching those with available resources.
