The Importance of Pre-Planning in Incident Response: Techniques, Tools, and Technology
DescriptionIncident Command System (ICS) training and exercises are critical tools to help teams and facilities stay prepared for incidents, but what else might be done during or in-between exercises to leverage the available resources and technologies to provide teams with the most up to date tools available to respond faster and more effectively? Staff regularly rotate positions and are on occasion unavailable, so a continuous preparedness and training program developed to integrate resilience is essential, along with having engagement in the external response community to maintain awareness of the latest response technologies and innovative solutions (e.g., integrated remote sensing platforms, pre-loaded ICS forms, digital data collection, mini ROV’s, and collaborative tools). These tools can help facilitate a more effective and rapid decision-making process in responses by enhancing resource protection, improving responder safety, and reducing response costs by maximizing efficiencies, but only with familiarization, integration, and utilization. This presentation will consider pre-planning integration and techniques like ephemeral data collection, job aid development, and utilization of new tools/equipment, in-between or during exercise programs, to improve both preparedness and response efficiency and proficiency.
