Collaboration on Training and Exercises to Develop the Sixth Generation of Spill Responders and Incident Managers
DescriptionEach year in Houston, Texas, a series of oil spill exercises take place across the major offshore oil and gas companies. At any given one of these exercises, you will find the emergency response representatives of the other major companies participating as exercise players, observers and even evaluators together. The result is that there is always a cadre of corporate, field level, contractor and regulatory personnel at these events who all know each other and together make up hundreds of years of tried and proven spill response and incident management experience. They have taken it as their own initiative to reciprocate and participation at each other’s events. They have also taken on the responsibility of introducing and training new corporate and government personnel through the training and exercises they put on. This session draws on the experience of incident managers who have collaborate on exercises and responded to many spills over the years. It offers guidance for developing and onboarding new “sixth generation” oil spill responders and incident mangers that can surge in any given crisis and operate across corporate, government and job description barriers. The session will discuss exercises conducted in the Houston area between 2022 and 2023 and proposes adoption of best practices to make sure those newly assigned (or have the potential to be assigned to) to spill response roles are prepared and tested through collaboration in the design, implementation and evaluation of robust training, exercise programs, mentoring and other knowledge transfer tools.
