Mr. Balsley has been a project manager at the U.S. Coast Guard Research and Development Center since 2010. As part of the Environment and Waterways branch, he has been involved with pollution response research and is currently managing several projects related to pollution response for the RDC.

Mr. Balsley received his Bachelor of Science in Civil and Environmental Engineering from Northeastern University and his Master of Science in Environmental Engineering from Worcester Polytechnic Institute. He is also a registered Professional Engineer in Massachusetts.
