Matt Horn, Ph.D. is an RPS Business Unit Lead and Principal Scientist. He specializes in unmitigated and response mitigated oil and chemical spill and sediment dispersion modeling using software that he helps to develop and maintain. Through quantitative modeling, streamlined data management, and visualization, he and his team provide advanced assessments to industry and government. Dr. Horn has provided evidence and expert testimony for several legal and regulatory hearings related to spill modeling.
