Biography
Mr. McGowan is a biologist and the Chief of the Spill Response Technology & Support Branch at CDFW OSPR. He has responded to emergency incidents across the U.S. and abroad for more than 29 years. His team of technical experts includes veterinarians and wildlife experts, spill response professionals (ART, BAT, and fisheries closure), industrial hygienists, and GIS spatial analysts and programmers.
