JD Ross Leahy is a Vessel and Oil Transfer Inspector at the Washington State Department of Ecology. He joined Ecology after 15 years in the commercial maritime sector working on deck, in the bridge, and in the office. He has a Master's degree in Marine and Environmental Affairs from the University of Washington.
